Letter Ruling

A letter that the I.R.S. writes to a particular taxpayer in response to that taxpayer’s request for a decision about a specific transaction. The I.R.S. now charges fees for letter rulings. The fees depend on the type of request. Letter rulings are binding between the particular taxpayer and the I.R.S..
